Jakarta (ANTARA News) - President Susilo Bambang Yudhoyono has called on all parties to work harder than ever, and mobilize all existing potentials and resources to reach the goals of the five-year development programs.

"Let us mobilize and exploit all existing potentials and resources to reach the goals of our five-year development programs. Think more wisely and work harder to achieve our development goals," the President said in his address to open the National Summit 2009.

The president said the mission of the government for the 2009-2014 period was to continue all existing programs and policies that were good, and to improve and correct the shortcomings.

He admitted that several government policies of the past five years had yet to prove beneficial but this was due to some handicaps the president called "bottlenecks."

"We must do some de-bottlenecking to accelerate development and achieve the targets," the president said, adding that some handicaps and hindrances in the development should be overcome immediately.

The president added that the de-bottlenecking would be on the list of top priority in the next five years through Presidential Unit for Development Control and Supervision (UKP4) which would work around the clock to monitor various government policies.

If all government goals and plans were reached, the president was optimistic that national economic growth would increase and the number of unemployment and poverty would decrease.

On the occasion the president also reiterated that national economic growth would rise by seven percent, unemployment rate would drop from 8.1 percent to 5 or 6 percent, and poverty rate would decrease from 14 percent to 8 to 10 percent.

But he said those target would only be reached through the improvement of investment and good capital.

However, the president added that the improvement in investment would depend on security and political stability, good infrastructure, legal certainty, economic policy, regional regulation, and permit.(*)
