Jakarta (ANTARA News) - The Indonesian government said it will revise the presidential regulation on goods and service procurement system considered not effective to accelerate implementation of state spending.

"So far procurement system is not sufficiently efficient and effective, therefore, revision is necessary to be more accurate and flexible," Coordinating Minister for Economy Sofyan Djalil said after a coordinating meeting of economics ministers here on Tuesday.

Sofyan said there are a number of substantial changes made to be wrapped up in January 2015 such as related to the maximum limit for procurement allowed in direct appointment.

Under the present regulation direct appointment of contractor is allowed for the procurement of goods or services worth up to Rp200 million . The maximum limit would be reduced to Rp100 million, he said.

"The system is changed as direct appointment for the procurement of goods worth up to Rp200 million has caused a lot of problems. It is better to hold tender in a very simple way. Direct appointment would be reduced but the process of tender must be fast," he said without specifying the problems.

He said he hoped the revision could speed up the process of goods and service procurement with better procedure without reducing transparency and accountability.

"The frequency of direct appointments would be reduced, but the process of tender which is simple and fast would be wrapped up in two days fairly and transparently. What is important is the principle of transparency and accountability," he said.

Agus Rahardjo, head of the Goods and Service Procurement Policy Institute (LKPP), said revision is made to speed up the process of goods and service procurement backed up by information technology with more goods catalogs.

"We will introduce a very simple system of tender without sacrificing the principle of transparency and accountability and enlarge the number of goods in catalogs," Agus said.

"Currently we have only 8,100 goods in catalogs, hopefully the number would rise to tens of thousands," he added.
